City of Orland Emergency Services

Emergency services can be requested for water line breaks, sewer stoppages, storm events like street flooding or fallen trees in the road after 5pm or on weekends. Call 530-865-1610


City of Willows Public Works

To make a report, call the Public Works Division at (530) 934-5657 or City Hall at (530) 934-7041
Monday – Thursday 8am – 5pm

To report after hours, call the Willows Fire Department at (530) 934-3323


Sandbag Locations

Sand and bags are available while supplies last. Residents will need to bring their own shovel and fill sandbags themselves.

Emergency Financial Assistance


American Red Cross

Provides immediate funds to individuals and families whose homes have been damaged or destroyed due to winter weather conditions such as fallen tree limbs or flooding. Call to apply Financial assistance is only provided once. It is intended to help provide immediate support and is not long term assistance. Amount granted is based on household size and severity of damages to the home.

Flood Terms & Definitions

  • Flood Watch – Be Prepared: A Flood Watch is issued when conditions are favorable for flooding, it does not mean flooding will occur, but it is possible.
  • Flood Advisory – Be Aware: A Flood Advisory is issued when flooding is not expected to be bad enough to issue a warning, but may cause significant inconvenience, and if caution is not exercised, may lead to situations that may threaten life or property.
  • Flood Warning – Take Action: A Flood Warning is issued when flooding is imminent or occurring.
  • Flash Flood Watch – Take Action: A Flash Flood Watch is issued when life-threatening conditions are expected to develop.
  • Flash Flood Warning – Extreme Danger: A Flash Flood Warning is issued when life-threatening conditions are imminent or occurring. If you are in a flood prone area (such as downslope of a burn scar) move immediately to high ground. It is possible to experience a Flash Flood in areas not immediately receiving rain.
